CTO-led Technology Assessment

Find what’s slowing delivery—and decide what to change.

Get an independent view of your product, architecture, team, or vendor engagement and the decisions holding up progress. Leave with options and a prioritized action plan your team can use. Ongoing CTO support is optional.

When this helps - Before you add people, change vendors, or rebuild.

  • Delivery keeps slipping.
Find out how scope, dependencies, capacity, or delivery practices are affecting progress.
  • Vendor progress is hard to assess.
Get an independent view of the work, handoffs, and risks before deciding what to do next.
  • The platform is harder to change.
Understand which constraints need attention and which improvements can wait.
  • A major investment is approaching.
Examine the evidence before expanding the team, replacing a platform, or adding AI.

What the assessment covers

Investigate the question holding up progress.

We start with the decision you need to make, then agree on the evidence and review needed to support it. That may include:

  1. Product priorities, scope, and roadmap assumptions.

  2. Architecture, integrations, reliability, and technical debt.

  3. Team responsibilities, delivery practices, and capacity.

  4. Vendor progress, technical proposals, documentation, and handoffs.

  5. AI feasibility and its implications for the product and team.

  6. Security and compliance readiness, such as the work needed to meet HIPAA requirements or prepare for SOC 2.

I review relevant materials, speak with agreed stakeholders, and examine targeted code or configuration where useful. The recommendations distinguish what the evidence supports from what still needs investigation.

What you receive

Know what to change, why, and in what order.

A clear explanation

What is affecting progress, the supporting evidence, and the business implications.

Options and tradeoffs

The available paths and what each would require.

A prioritized action plan

What to address first, dependencies, suggested owners, and milestones.

A discussion with leadership

Work through the recommendations with the people responsible for the next decisions.

How it works - From a difficult question to a practical next move.

Step 1

Define the decision.

We discuss the problem, available information, and the choice ahead. The proposal sets scope, deliverables, access, timing, and price.

Step 2

Review the evidence.

I examine the relevant work and speak with agreed stakeholders to understand what is contributing to the problem.

Step 3

Recommend the next steps.

I compare the options, and we work through an action plan your team can use.

Relevant experience

Executive perspective, with hands-on delivery experience.

I have led healthcare engineering and provided fractional CTO support across product planning, architecture, integrations, vendor decisions, and delivery. That experience helps me evaluate how technical choices, team structure, and product priorities affect one another. I lead The Fractional Stack and work with you directly on this assessment.

Common questions

Is this the same as a security assessment?

This assessment investigates a specific technology or delivery decision. If your primary concern is vulnerabilities in code and configuration, start with an Application Security Assessment.

What if we only have an idea?

The Product and Launch Blueprint helps with decisions before a build. This assessment is primarily for an existing product, team, or vendor engagement.

Do we have to continue into Fractional CTO work?

No. This is a standalone engagement. Your team can use the recommendations, and we can discuss ongoing Fractional CTO support if you need it.

Will you evaluate our agency or internal team?

Where relevant, I review delivery evidence, responsibilities, and technical work. Recommendations focus on what is contributing to the problem and how the situation can improve.

How are price and timing determined?

After defining the question, stakeholders, systems, available evidence, and depth of review. Those terms are agreed before work begins.
